Windows activation error 0x803FA067 appears after a hardware change and means Windows no longer recognises the device its licence was bound to. Replacing a motherboard is the usual trigger. For a Retail licence the fix is the Activation Troubleshooter signed in with the Microsoft account holding the licence. For an OEM licence, the licence cannot be moved and a new key is required.
Why a hardware change breaks activation
When Windows activates, Microsoft records a hardware fingerprint of the machine and stores a digital licence against it. That fingerprint leans heavily on the motherboard. Swap the motherboard and, as far as the activation servers are concerned, this is a different computer asking to use an existing licence.
Changing RAM, adding a drive or replacing a graphics card almost never triggers this. The motherboard is what matters.
First: work out which licence type you have
This determines whether the error is fixable at all, so establish it before spending time on troubleshooting.
- Press Windows + R, type cmd and press Enter
- Type slmgr /dli and press Enter

A Retail licence can legitimately move to new hardware. An OEM licence is tied to the first motherboard it activated on and stays there. That is the licensing rule, not a technical limitation we can work around.
Fix for a Retail licence: the Activation Troubleshooter
The troubleshooter only appears once Windows detects an activation problem, which is why you see it now and not before.
- Open Settings, then System, then Activation (on Windows 10, Update and Security, then Activation)
- Click Troubleshoot
- When it finishes, choose I changed hardware on this device recently
- Sign in with the Microsoft account the licence is linked to. This must be the same account that was signed in when Windows was previously activated
- Select the device you are using now from the list
- Tick This is the device I am using right now and click Activate
The account step is where this usually fails. If the PC was activated with a local account, or with a different Microsoft account, the licence has nothing to link back to and the device list will be empty. There is no way around that other than entering a key again.
If the troubleshooter does not resolve it
Re-enter the product key directly.
- Open Settings, System, Activation
- Expand Change product key and click Change
- Enter your 25-character key
- Click Next
Or from the command line, which sometimes surfaces a clearer error:
- Open Command Prompt as administrator
- Type slmgr /ipk YOUR-KEY-HERE and press Enter
- Then slmgr /ato and press Enter
If this returns a different error code, that new code is the real problem and this one was a symptom.
Fix for an OEM licence: you need a new key
This is the answer nobody wants, but it is the accurate one. An OEM licence is sold on the condition that it stays with the original hardware. Once the motherboard is replaced, the licence does not transfer, and no troubleshooter will move it.

Avoiding this next time
Before you change a motherboard, link the licence to a Microsoft account while the PC is still activated. Open Settings, Accounts, and sign in with a Microsoft account rather than a local one. The digital licence then attaches to that account, and the troubleshooter will find it afterwards.
Doing this takes a minute and is the difference between a five-minute reactivation and buying a new key.
Frequently asked questions
Will changing my RAM or graphics card cause this error?
Almost never. The hardware fingerprint is weighted heavily toward the motherboard. Adding memory, drives or a graphics card does not normally invalidate activation.
Can I transfer an OEM licence if the motherboard was replaced under warranty?
Microsoft has historically treated a warranty replacement of a faulty motherboard as the same device rather than a new one. If that is your situation, phone activation is the route, since the automated system can handle cases the online path rejects. Run slui 4 to start.
How do I know which Microsoft account my licence is linked to?
If you are not sure, sign in with each account you might have used and check whether the device appears in the troubleshooter list. The licence links to whichever account was signed in at the time of activation.
Does reinstalling Windows fix 0x803FA067?
No. The problem is the licence binding, not the installation. A reinstall on the same new hardware produces the same error.
