Windows activation error 0xC004F012 means the licensing service reported that a call has not been completed. An activation request was started but never finished, leaving the service in a stuck state. Restarting the service and clearing the pending request resolves it.
What causes 0xC004F012
Activation is a multi-step exchange. If it is interrupted partway, the Software Licensing service can be left holding an incomplete request and refuses new ones until that is cleared.
Typical triggers:
- The PC slept, hibernated or lost network during an activation attempt
- Activation was attempted repeatedly in quick succession
- The Software Protection service crashed or was stopped mid-request
- A pending Windows update is holding the licensing components
Fix 1: Restart the Software Protection service
- Press Windows + R, type services.msc and press Enter
- Find Software Protection
- Right-click and choose Restart, or Start if it is stopped
- Set Startup type to Automatic (Delayed Start)
- Retry activation
Fix 2: Force activation from the command line
The Settings interface sometimes reuses the stuck request. The command line does not.
- Open Command Prompt as administrator
- net stop sppsvc
- net start sppsvc
- slmgr /ato
Give it thirty seconds to respond. The licensing service can be slow to answer after a restart.
Fix 3: Complete any pending updates
A half-installed update can hold licensing components open.
- Open Settings, then Windows Update
- Install anything pending and restart when asked
- Let the PC settle for a few minutes after the restart before retrying activation
Fix 4: Reinstall the key cleanly
- Open Command Prompt as administrator
- slmgr /upk
- slmgr /cpky
- slmgr /ipk YOUR-KEY-HERE
- slmgr /ato
If a different code appears, that one is the real problem and this was a symptom of the stuck request.
Fix 5: Rebuild the licensing store
Only if the steps above fail.
- net stop sppsvc
- cd %windir%\ServiceProfiles\LocalService\AppData\Local\Microsoft\WSLicense
- ren tokens.dat tokens.bak
- net start sppsvc
- slmgr /rilc, then restart and reinstall the key
